The Republic of Croatia has received a loan in
the amount of EUR 58,800,000 equivalent from the International Bank for
Reconstruction and Development (IBRD) toward the cost of the Trade and
Transport Integration Project, and it intends to apply part of the proceeds to
payments for consulting services to be procured under the corresponding
consulting contract.
The Project Implementation Unit at the Port of Ploce Authority now invites
eligible consultants to indicate their interest in providing the services. The
services include Technical Supervision of the construction of the
Multipurpose/Container Terminal in the Port of Ploce (Phase I). The objective
of the Consultants service under this contract is to provide that the
construction be in compliance with: Law on Construction Works and other
relevant Croatian regulations being in force, Permits in force, detailed
Designs and contractual documentation (based on FIDIC Conditions of Contract
used in Harmonized version of SBD Procurement of Works & Users Guide
published by the World Bank, in May 2005).
Interested consultants must provide information indicating that they are
qualified to perform the services (brochures, description of similar
assignments, experience in similar conditions, experience in technical
supervision over the construction of maritime structures, availability of
appropriate skills among staff, etc.). Consultants may associate to enhance
their qualifications.
With respect to references, the consulting company must have at least two
contracts, i.e. the relevant services provided according to the said contract,
to be similar in terms of scope and structure to the subject-matter of this
contract.
The Consultant must have experience in the technical supervision of FIDIC-based
contracts and experience in contracts implemented pursuant to the Building Act
of the Republic of Croatia. The Consultants company must be registered for
technical supervision works and have an approval granted by the competent
Ministry of the Republic of Croatia for the performance of technical
supervision. The Consultants company shall appoint the supervising engineers
for the performance of the technical supervision.
Pursuant to the Building Act of the Republic of Croatia, foreign consultants
(legal or natural persons) may also participate provided that they are granted
the approval of the Croatian Chamber of Architects and Civil Engineers.
The consulting team will consist of: chief supervising engineer, supervising
engineers-in accordance with the scope and structure of the works, expert for
the interpretation and application of FIDIC expert for the application of
environmental protection measures.
The Chief Supervising Engineer shall be responsible for the integrality and the
mutual harmonization of all activities in the scope of the technical
supervision; the Chief Supervising Engineer must have the professional title of
“certified engineer” in the field of civil engineering. He must have a civil
engineering degree and 15 years at least of professional experience in the
profession, experience in the technical supervision of maritime structures and
experience as Chief Supervising Engineer. In addition, he must also a good
command of the English language and experience in FIDIC-based contracts.
The Supervising Engineers must have the professional title of „certified
engineer”, civil engineering degree in the field to be supervised and at least
10 years of professional experience. They must have experience in the technical
supervision of similar contracts. The number and profile of the Supervising
Engineers must ensure a quality technical supervision of all the types of works
on the facility.
The Consultant may, at his/her own discretion, propose a different composition of
the expert team, while paying attention to include appropriately all key
activities under this contract.
The assignment shall commence as soon as practical, on or about 25 August 2007
and conclude in two years.
The selection shall be on the basis of the QCBS procurement method.
